I contacted the DAC's designer - HighResolution Technologies. My DAC should be able to go 96kHz, 24 bits but players higher sampling rates without issues.
His response as to "what is happening" was as follows:
"In answer to your question, the media player and the underlying audio subsystem are responsible for the conversion to a format supported by the audio device in use."
Of additional interest to me was the statement: "Of these two parameters [sample rate and bit depth], it is the bit depth which truly defines high resolution, sample rate simply extends the upper frequency response, but bit depth defines the quantize step size."
Thus I am still unsure if MM or Windows is "at work" and who is doing what to whom
