I want to make two different Video collections(named differently) so if I delete videos from one collection, will it effect the other?

i don't think it will as it would be on a different collection name i'm thinking it will be like playlists you take one song off the one list it can still be on the other list.

but i've not made collections so you might want to test it out or wait for some one to answer that has made collections.

When I go to delete it, it says delete from library or library and computer so I'm assuming if i delete it from my library its completely gone

Yes, deleting from any Collection deletes from the Library, thus from all Collections. You can change the rules to exclude certain files. For example you can use Path and thus when you move the file it would switch Collections.
