is there a way to do something like this with File - Creat Reports

Dear Gary, please look in the media tree under available tracks, under genre, it lists all your genres. Do this:
File - Create Reports - Click on Statistics and you will see under total, for library, the count of genres and more details on your top 10 genres. Of course, if you were looking to do a report that showed your least used genres, its not there. I understand you were considering consolidating some of the genres with the least number of entries this does not help you. Alt/Punk and Alt/Rock, Classic Rock, Hard Rock and Rock, really. Perhaps MM5 will have this capability. Sincerely Gary
