Is the Mediamonkey AAC/M4A encoder based on licensed source code from the licensor? or developed based on the published standard? I apologize in advance if the answer is in this sub-forum, but a search did not reveal it.

Yes, for each MMW AAC/M4A Codec plugin usage we pay fees, but it is superseded by MMW codec Pack and M4A ALAC encoder is free to use in recent MMW versions.
