edit box is title bar is above the Windows desktop

When opening the properties for a song the edit window title bar and top menu is off the screen. This has been going on for several versions but I was able to get around it by resizing the window (I can't move it), which would move the window within the bounds of the desktop. The latest version has no handles to change the properties window size, and I can't do anything with options off the desktop. Any suggestions?
