Don't worry, I'm currently testing some free programs and will get back with the results.
If we can't find a free&good editor, then we still can do it with scripting.
Just don't think about buying such stuff again...
EDIT: Top 50 List thread (for reference):

A free program that can do what you need: DB-Tool (
http://www.download.com/DB-Tool/3000-20 ... ag=lst-0-1 )
Install it.
Don't let it restart your computer
Don't let it open the "server managment" thing
In the start dialog, choose "open program"
meny File > Open... > browse for MediaMonkey.mdb (normally in "My Documents\My Music\MediaMonkey") and open it
Double-click the "playlists" entry in the left column
Click on the last row in the table and press the arrow down key to add a new row. Now fill in the entries mentioned in the above referenced post. Also a more detailed explanation in that same post.
You can use the already existing auto-playlists as example (these have isAutoPlaylist = 1)
This doesn't do the exact thing you asked (each week a new list), but it makes a scrolling timeframe playlist (timeframe is always 7 or 8 days).
If this really bothers you, it'll have to be scripted anyway. But that could take a time, as everyone seems to be quite busy these days.
Cheers
