of Edit (maybe also Settings) dialog. You could type in and it would show custom info similar to MM in-line dropdown for Comments or Lyrics fields.

That is a simple multi-line text box that is made floating and resizable by MM developers. Unfortunately, such text boxes are not available through their scripting API.
