I have this problem too with a Logitech Click! Plus mouse and it's a recent development. I'm assuming it's some kind of defect. I can, however, temporarily suspend the problem by changing the setup of the scroll wheel from zoom to universal scroll or back. It will then temporarily work properly, but if I change to a new page on a website or a new document in any program, the problem is back.

but i think you might want to upgrade or update your mouse drivers from logitech.
