Most likely problem is with DWMAPI.DLL file that is designed for Vista and under XP it provides that error.
Locate and delete/rename DWMAPI.DLL in windows\system32 folder after restart you should not receive that error.
EDIT: Issue is most likely related to some IE7+ extensions/toolbars
