All it does is send a message to the audioscrobbler server telling it what you are currently listening to. The server calculates everything else. So, as julz already pointed out, it wont upload your existing play count.

Mine says, 'Server down for maintenance, try later'.

If you look at the submissions graph in the development area, you can generally tell if there's a problem - http://www.audioscrobbler.com/development/graphs.php

Yeah, read the posts on the main page. There's a lot of work going on at the moment upgrading the service.
