a) I created an OPML format file on my local hard disk.
b) I right-clicked on "Podcast Directories", selected Add Directory
c) I entered the file:/// URL of my new OPML file
d) I got error dialog: "tiehttp error: Could not connect to server"

This was an OPML file exported from Google Reader (so I could
confirm it was in legal format).

Both Firefox and IE 5 were able to open the URL (so I could confirm
that the URL was itself not mistyped).

Yes, the problem is that it cannot import OPML form a local drive, but only form an internet location. Try to upload it to a server and then import via the http URL.
It is added on to-do list so that importing from a local drive would be also possible.
