No there have been no changes so far in MediaMonkey 3.1. You currently still need to play the full (100%) of the track for a playcount. You can read through the changes so far in this topic.

You can try this script which lets you add a play very easy (amongst other stuff):

Yes, this is missed. Yes, the script works but is manual. I vote for a user settable %.
