Active control and skinned MM2-3 BUG#5269

I don't know if this is already reported... Here are steps to reproduce:
- open Tools / Options dialog box;
- General / click on the Interface language dropdown list;
- switch to some another program, e.g. Notepad;
- switch back to the MM -> the active control is not the Interface language dropdown list, but the tree on the left.
Every normal Windows application remembers the last active control, even the non-skinned MM.
