1346: Incorrect tabs placement [#7288]

When I first start up build 1346 (and I either have multiple tabs open, or proceed to open a second tab), the placement of the tabs is incorrect. They are underneath the toolbars as opposed to above as they have been. Closing to the tray and re-opening places them correctly.
