1357: View options enabled in Portable Device [#7600]

The View options are enabled in the Toolbar and Menu when a Portable Device is selected (Column Browser isn't). When enabling the Art Browser it actually shows it and moves the Device Profile down.
Tested on skinned 1357 on XP. Can anyone reproduce?
PS. also notice artifact in the right bottom of screenshot.
