After update MMA 1.3.9.0921
Open MMA - media scanner is working
Result: ALL playlists have been destroyed
1. sometimes almost twice as many entries
2. sometimes only a few entries

Yes, look in my signature.

Hi,
I just wanted to be sure as in case of USB it is normal behavior due the fact external apps can change playlists and MM do not risk overwrite the changes. In case you init WiFi sync then it is assumed MMA is handling playlists and they they are updated.

Hi,
Here is what you should try:
Go to device profile in MMW/MM5 -> Options -> Playlists -> Set formats -> Disable All except M3U8, Then go to Auto-Conversation and in Set Formats under Playlist do the same. Then try to sync and see if playlists now contain same number of tracks.

Problem is with M3U which is ASCII (Latin-1) char set only and M3U8 uses Unicode (UTF-8) char set and should not have issues with such characters.
