Solution
Synchronization with MTP / 'Plays for Sure' devices require that
certain Microsoft libraries be installed on the host PC. These
libraries are included with Windows Media Player 10.

If you don't have Windows Media Player 10 installed you can
install the Windows Media Format redistribution installation package,
which contains the necessary components from
http://www.mediamonkey.com/sw/wmfdist95.exe

Note: Some companies ship devices with MTP firmware in the US
and with USB Mass Storage Device firmware in Europe. If your
MTP device isn't working, verify that it really has MTP firmware.
