I assume it refers to a song which, sometimes no matter how much you hear it, makes the hair on the back of your neck stand up for whatever reason, fear, longing , memories. Like the picture of the villager in Vietnam getting shot in the head, or the sailor kissing the nurse after WW2 ended, footsteps on the moon, JFK death footage, etc.
