It has everything to do with sync because only the checked items that are actually collections will appear in the sync list. But you don't seem to actually have any collections; what is it you want to sync? Entire Library is - as far as I know - never a sync option, though I don't know why.

Thanks. Would you go to Tools - Options - Media Tree and see what Media Tree Items have a check mark? Based on what I see on my system the items could either have a check mark, be blue or be blank.
