I just reread this thread, and realized that aside from the suggested improvements that MMW must always be draggable/moveable as described in #21252, you might have been experiencing a different bug in which the titlebar doesn't register click-drag attempts _even when it's wide enough to be dragged_...

fyi, we've fixed the slow shutdown speed that occurred with the debug build so that this should no longer be an issue (except in the event of a crash in which MM fails to terminate properly). The new build should be available soon.
