Clear MM's database without losing Playlists

Is there an easy way? If not, can anyone suggest an SQL DB editor?

I don't think you can. You could export your playlists then import when you rebuild
Where's the db and ini stored

Where tags are stored

No, Playlists in MediaMonkey are merely a link to the files in the database, thus if you remove the files you will loose them from the Playlist.
