Just installed 1463 debug version and after having yet another auto crash dump generated (email sent)
I decided to to un-install some of the scripts I have to try and eliminate a possible script problem (incompatible with MM4)
On opening up tools/extensions the resultant pane shows no extensions installed
All the extensions appear to be working ok (eg magic nodes, album art tagger, last fm scrobbler, etc) but just not showing in the installed extensions.
As an experiment I installed a script which I know was already installed (music ip tagger)
This resulted in that extension now appearing twice in the installed extensions list - one for all users and one for current user.
As I had unticked the box to install for current user and was running MM in administrator mode I was rather puzzled by this?
So I tried to remove the duplicate by un-installing which resulted in yet another crash dump
So I now have the situation where only 1 extension is listed but twice.
Note ALL extensions were installed for all users

Edit: I just installed another script which had not previously been installed (MusicBrainzTagger got missed out when I did a clean install for RC1)
This is also showing a double entry eg 1 entry for all users and 1 for current user.

I can't reproduce either bug. The extensions list did not change after upgrade and installing a new extension shows it only once just like before

As that install appeared to be generating so many crash reports due to a possible add on problem, I have since followed Lowlanders advice
and re-installed as a portable install. That is ok and with the few add on scripts so far installed - no crashes
With the numerous upgrades I have installed eg RC1 RC2 and so on its not surprising something was going to "break" at some point
