Right now I use iTunes on my PC, then iSyncr to sync with Rocket Player on both my Android phone and tablet. I'm tired of the setup and want to see if I can find a better/smoother setup.
1. I want to try this out, can I do this for free to try Media Monkey so I can make playlists on my Windows PC, and then sync playlists with both my Android Phone and tablet?
2. If it does work well, then what licensing would I need to buy for Media Monkey to make the above work?
Thanks.

1) Yes, please see: https://www.mediamonkey.com/wiki/WebHel ... Tracks/5.0
2) What the paid features are is explained here: https://www.mediamonkey.com/wiki/WebHel ... d_Features If you want wi-fi Sync you'll need to pay for that for the MediaMonkey for Android App.
