It is not shown on the playing view, nor preview window.

It works as expected for here. Can you please check if all other files on the
40 Golden Hits of Sattar by
Sattar in your Library have Artwork associated?
If they do, can you please capture this failure in a debug log (step 4b) and attach the log to a Support Ticket:
viewtopic.php?t=86643
This will help a developer analyze why this happens on your setup.

By more examination, artwork is shown in preview window when its size is enhanced but by less size it is not shown. For Playing window, it is not shown even when maximized

Just testing with the supplied file and the artwork is shown everywhere for me, see:

Could you please attach the same screenshot as me also with opened Properties on Artwork tab (like on my screenshot).
Maybe there is an artwork deadlink above the image in file tag?

If you re-scan this file into database, is the artwork shown correctly then?
Note that you will need these settings in Options > Library
[x] Update file info from tags when rescanning files
--[ ] Only for files with changed timestamp or size

The bug was

i.e. it could happen in beta builds prior to build 3006 in the past --> the artwork in file tag hasn't been actually added into database and has been fixed one year ago in build 3006.
So the workaround is to re-scan such a files into database with following settings (Options > Library):
[x] Update file info from tags when rescanning files
--[ ] Only for files with changed timestamp or size
