Sync to Google Drive - config ignored [#16012]

I created this auto-conversion rule for sync to Google Drive, and enabled it ... this action didn't enable the Apply button (?) ... I started a sync, and the rule was ignored
Steps:

- create a new auto-conversion rule, #1 in attached image
- check the rule to enable it
- the Apply button state does not change to enabled, so I can't apply this new rule
- run a Sync ... the rule is ignored
- disable all rules using control #2
- re-enable the new rule
- Apply button is enabled ... apply change
- run Sync ... new rule is observed
