It is not Windows standard. Plenty of apps get it right e.g. MS Word.

Although it's probably a little questionable behavior, this is Windows standard, many other applications work this way as well.

When the focus is in the search box (unlabelled, untooltipped, on the Search toolbar), switching to another app and back causes the entire value to be selected, hence usually loses the users selection or caret position.
