Isn't the plus sign an indication that the track is being copied? I have to agree with Chris, if the control key is not being pressed the track should be moved, there should not be a plus sign. If the control key is being pressed the track should be copied, the plus sign should be present.

BTW, for me dragging without the control key moves the file and dragging with the control key copies the track here.

Observed: track copied to playlist end

Note: Drag a track from the track list of a playlist a different playlist in the tree (also cursor icon shows no plus sign) gives a move as Expected.
