While translating MM4 to pt-br, I noticed 'Tools' is the only item in contextual toolbar which is missing an icon.
As a result, when we look fast, it looks like we have an "Send to Tools" item.
This is particularly evident in portuguese because of strings being wider, as you can see below.
Adding an icon to "Tools" would solve this.
