When there are more elements on the Navigation toolbar than can be shown by the alloted space it just cuts of the first elements that don't fit. It fails to show the expand arrow at the end to show any hidden elements and it also cuts of the first elements instead of the last elements like with other toolbars.
Tested on skinned 1350 on XP. Note added here:
