There are a few options, it really depends on your preferences.
You can:

3. Reversibly modify the volume of your music files, and then irreversibly modify the files only that are copied to your device for the car (works for all file types, but requires that all files for the car are mp3 format)
So I'll assume you want option 3. The steps are as follows:
1. Select all files you want to modify volume (presumably entire library)
2. Tools > Analyze volume (you will see a progress bar at the bottom of the window to track progress on this. It could take a long time depending on how many tracks you're doing)
3. In your portable device options (Options > Portable/Device sync, select your device, press "Configure" button), go to Auto-conversion tab, check the box to level volume
