Make a smart playlist with a fixed size near your device's capacity.
Sort by Random Album then Track #.
Sync only this playlist.
This will fill your device with complete albums, randomly chosen.
Of course if you only have a few tracks from a given album it will add those tracks. MM has no way of knowing how many tracks are supposed to be on an album.
To rule out artists with less than X number of tracks you'd have to do this semi-manually I think.
Sort your library by artist than add an "Artist does not equal" variable to the above playlist and check off bands that have less tracks than you'd like.
You could also simply remove the album title if you don't have the full album and see if that works...try just a few first so you can easily switch back.
