Well, I couldn't wait until "tomorrow".
I sort have got this to work. If I press Ctrl+Alt+N it will open the Now Playing dialog. Pressing the combination again without doing anything else will not toggle it off. However, if I left click anywhere in the MM window outside of the Now Playing dialog window when it is open and then press Ctrl+Alt+N it will toggle the Now Playing dialog off. Another thing to try is to Ctrl+Alt+N to open the Now Playing dialog. Then left-click outside the NP dialog window and then left-click back inside the NP dialog window and in my case it will not toggle off. So it appears that the toggle-off only works on my systems when the NP window doesn't have "focus".
None of the other Ctrl+Alt (T, L, A, V) hotkeys exhibit that behavior. I can successively press the hotkey combinations and the dialogs will toggle on and off without any issue. Maybe somebody else can confirm this finding.
