No? MM2 didn't support podcasts at all and concurrent downloads is a new feature to MM4.

I would like to report a similar situation and worse results. 30 podcasts, a refresh without any downloads is about three and a half minutes, which is several times as long as it took in version 3. Even with downloads set to concurrent, it is obvious that the feed content is not being downloaded or updated in parallel.

Strange. I wish I knew why I had the opposite happening.

Since upgrading from MM 3 to 4.0.1459 (on Windows 7 64-bit), I've noticed that checking my podcasts (I subscribe to close to 30 podcasts) for updates takes quite a bit longer than it used to. In the old version, it took probably less than 10 seconds. I just timed the new version and it took 37 seconds to check all my podcasts. This seems like a very long time when I'm trying to do one last update before I sync them to my device and leave for the day. I'm pretty sure the old version checked many podcasts concurrently and the new one just checks them one after another. Changing the number of concurrent downloads seems to make no difference.
