You both use Windows XP?
Maybe its a local problem, but on the other hand it seems clearly related to the specific in_vorbis.dll that comes with the MM testing version.
As described above replacing the in_vorbis.dll with the older version from 1511 solves the problem immediately.
A portable installation of 1638 shows the same problem.
BTW: All other mediaplayer (WMP, Foobar2000, Mediaplayer Classic) play ogg without problem.
Any ideas how to make MM recognize the in_vorbis.dll?
