Tried a long shot and it seems to have worked. Ran MM4 as Administrator and the track Browser appeared and functioned correctly. Closed MM and started it "normally" and the track browser persisted and worked fine.

Am I missing something obvious? Is there an option to control the Track Browser or a dependency it has for some other feature's state?
