I tested on Win 7 (x86 and x64) XP using IE6-9 on three PCs and could not replicate your problem.
RE: Global Install It is regression not involving last.fm only and we are working on the solution.

i have found the problem. when i check "only submit tracks which are part the library" the scrobbler stopps working. isn't that weird? unchecked everything works well.

I Just wanted to note that with the latest MM (1376) and last.fm plugin (1.0.2.25), scrobbling seems to be working flawlessly now. The first track I play is correctly scrobbled, as is every subsequent track. And, so far, no double scrobbles. Good stuff!

Took me a while to get 1.0.2.25 submitting on 1376 Win7 x64
For me it only works ...
1.) ...on a clean MM install with new mm.ini and new mm.db. Old imported database and settings did't work somehow...
2.) ...if installed globally at first and only install.
3.) ...with all ticks in Submission Rules taken out.
It sometimes hangs and forgets to submit, just to remember a minute later and scrobble then.
When Closing MM the last.fm page sais you're still scrobbling from mm for a few more minutes.

Last FM Does not scrobble in Mediamonkey 4.0
I get the following error when trying to view the log.

I had the log file not being created and no scrobbling issues described above.
The solution for me (Win 7 x64) was to set compatibility for MM4 (1377) to Run as Administrator, run MM then install the Last.fm mmip 1.0.2.25 (double click and it automatically goes in for all users).
Made sure there were no submission restrictions (I'm not sure there are any by default / I'd previously turned them off while trying other approaches as mentioned earlier in this thread.
Listening now and history appear to be OK after ten minutes of random music.

Mine worked instanstly and a bit like above you need to make sure you run MM under "run as admin" and untick the option for current user, ie you want it to work for all users on your computer.
Things to check are:
1. Under Tools>Extensions there's only 1 Last.fm ext installed. If there's two then uninstall the one "for current user only"
2. Under C:\Users\User\AppData\Roaming\MediaMonkey delete all last.fm entries, most likely a auto file with last.fm in it too (if exists).
3. Under Tools>Options, under submission rules that only ".....submit tracks if Album metadata exists" is ticked NOTHING else.
(Note. on the "...part of the library" option ticked does also work but it depends on your luck)
If all that dont work, DONT uninstall MM, keep it be but do the following:
1. Uninstall last.fm
2. Under C:\Users\User\AppData\Roaming\MediaMonkey delete all last.fm entries (if exist)
3. Under same folder in 2, open the file Extensions.ini (in notepad) and delete any last.fm rubbish in there (if exists). Also open the file MediaMonkey.ini, search for last.fm and delete the big section (Should look like [Last.FM] then a bunch of lines of stuff, delete all this).
4. Under C:\ProgramData\MediaMonkey check Extensions.ini and delete any last.fm stuff and also delete the LastFMScrobbler folder if exists.
5. Under C:\Program Files\MediaMonkey\ make sure no last.fm stuff is left like in Scripts>Auto folder and Plugins folder (delete gen_LastFMScrobbler)
6. Restart MM with "run as admin"
7. Install last.fm (new one) with "install for current user" UNTICKED and then tweak the settings like in 3. under Tools>Options
Hopefully that should work.

I should have stuck with what I had
Firstly, why does the default submission rule try and only submit audio books? is a silly default.
Secondly, tried to update mine and first it duplicated in extensions list, then it couldn't find it's log file, now after cleaning it all up and installing for all users I get this, where it looks like it's submitted but it never is.
last.fm never even receives the 'now playing' notification.
I'm getting tempted to see if I can write a better scrobbler myself 
That said, writing the queuing functionality is likely the hard bit, why is the actual scrobbling so difficult? :\

I am getting the same results as Psyker7, my scrobbling is not working either.
, just when I was ready to switch to MM4 permanently.
