1304 Add/Rescan fails to add empty .m3u playlists [6948]

Empty meaning havgin zero track references. Likewise those having track references but zero currently resolvable , e.g. due to network drive offline

If there's a workaround to avoid having to retype the existing names of 100 lists into MM, it would be good to hear.

PS Also note that MM doesn't warn the user that it is skipping these lists. Which is not helpful when a couple of lists in a large set get thereby lost.

Persists on 1304.
Was in 1155.
