Panel titlebars are off-center BUG#5245

This is a tough one to explain and is debatable whether it is really a "bug" or not, but I think the current implementation is not only tough on skinners but ultimately degrades the overall look and feel of MM.

Since the fix of 5240, the titlebars on panels are slightly off-center. I think this creates an unprofessional look. Here's a look at a few different skins:

Glided:



Notice how the blue border around the titlebar extends on the left-hand side but not on the right (in the tree), and the blue border extends on the right-hand side in the other picture.

BlueGlass:



The off-center aspect is a little more easy to see here, especially over the tree and over minilyrics embedder.

VitreousBlue:



The fact that the titlebars are off-center make for harder skinning and some ugly results like the titlebars shown here.
