1. Open View > Properties
2. Move the Pointer from the right side into the window, over one of the five icons
--> The ToolTips open behind the Properties window

It isn't expected, because I don't need tooltips that aren't readable.
When the pointer is moved from the left over the icons, the ToolTips are in front.

I'm seeing this behavior, and in testing for it, also found that other tooltips from this window can be randomly lost. I have since added it into Mantis as Bug#5283. Thanks for finding and reporting this.
This could be part of a larger general windows problem, I have experienced the same problem on the windows task bar many many times over the years of XP.
Basically, tooltips SHOULD appear on top of all, but sometimes windows loses track of what level of on topness (for lack of better words), and doesn't display the tooltips above other 'on top' windows.
The only way I have found to fix it, is to reboot.
Yeah it happens to me too. Not only with windows, but also with drop down lists (the ones that appear when you click on buttons in the menu toolbar).
