Verified fixed in 1251.

Out of interest, was this bug really specific to skinless, as implied by
0005736: Unskinned mode: Add Auto-organize rule triggers an error beep

I'm not sure. I probably tested it on both skinned and unskinned, but I might have written that in the bug description to indicate that I only tested on unskinned.
