1344: Missing tooltips in Options [#6974]

In several places tooltips seem to be missing in the Options:

- General, Show splash screen at startup, Temporary directory folder icon
- OS intergration, Default action for files, Show AutoPlay actions for (all), show context-menu actions for (all)
- Hotkeys, hotkey window itself
- Network, Protocol
- Player, Transparency, Location (both)
- Playback Rules, Collections window, Enabled bookmarking, ignore shuffle, disable crossfading, ignore Auto-DJ when playing, player (+ button), Art view (all)
- Input/Output plugins, About and Configure button
- Podcasts, Download podcasts to button
- Library, Generate thumbnails for videos
- Tags & Playlists, Image Filename textbox
- Auto-Organize, buttons have no tooltips nor does Delete Emptied Folders
- Virtual CD & Previews, Directory, >> and Configure button (both instances), Filename format (both instances), Previews settings button
- Media Sharing, all elements
- Appearance, Show tracks in Library node, Album Art + Details view textbox, Album Art View: Enable mirror effect, show link in tracklist dropdown list, Split multiple-value fields with (text area)
- Collections, buttons have no tooltips
- Search, Field list has no tooltip
- Last.fm Service, Refresh, Show Log File and Clean Cache buttons
- Portable/Audio Devices, Configure and Delete buttons, Download more device plugins
- Skins, Select skin window, Folder buttons (all instances), Font size

I'd also like to see thumbnails for disable elements, possibly with a disabled specific tooltip explaining both how to enable and what it does.

Problematic tooltips
- OS Integration/Search, scrollbar triggers tooltip (feels weird to me)
- Network, User name and User domain should probably show field specific tooltip
- Player, Horizontal and Vertical sliders should contain info about left/right or up/down like Transparency slider
- Appearance, Show tracks in Library node, the Library node doesn't really exist anymore due to Collections (I'd still like to keep this option though)
- Input/Output/Portable/Audio Devices/Skins, Download more input/output/device plugins/skins has no indication it is a link
- Skins, Download more link is under dialog for input/ouput/devices, but above for skins
