1346: Add/Rescan Tracks Options opens same dialog [#7528]

When in the Add/Rescan Tracks you can click the Options button which opens the Options panel, from which you can click on the File Monitor button to open Add/Rescan Tracks dialog again. This results in 2 Add/Rescan Tracks windows open. The File Monitor button in the Options > Library should be disabled/hidden.

When opening the File Monitor from Options > Library the Options button is hidden and thus causes no issue. I'd prefer to see it disabled instead of hidden.

Tested on skinned 1346 on XP.
