1352: Change temp dir doesn't take affect till restart [7297

When changing the temporary directory the change doesn't take affect until MediaMonkey is restarted. If this is needed, there should be a info popup or indicator that when changing the temporary directory that it won't take affect until MediaMonkey is restarted (like skin override).
Also changing cache location doesn't move/delete the old cache. I personally don't mind either way, but the old cache shouldn't be left behind.

Tested on skinned 1352 on XP. Can anyone confirm or comment?
