1446 Fresh install repeatedly re-initialises [#8544]

After installing 1446 onto a blank machine (Win7 64 bit) I get the enter registration / associate extensions / scan for media every time that I start MM.
Windows 7,8 / Ubuntu 13.10 / Mavericks 10.9 / iOS 7.1 / iTunes 11.1

Is it normal or Portable install? Probably MM cannot write into the MediaMonkey.ini file, can you verify?
Is the timestamp of the MediaMonkey.ini changed after MM is closed?

The MediaMonkey.ini file (adjacent to the MM.DB file) does not change date. The file is suprisingly short too

1447 Seems to forget settings

I just installed 1447 Portable over 1445 Portable and was asked for my License again. The 1445 Now Playing is gone too. Every restart it still comes up with the Welcome dialog. The portable install is supposed to remember license and previous settings on update no?

Strange item in debug:

User error, install full version in portable location instead of portable version.

I've installed 1447 over the top to no effect but deleting the ini file and restarting seems to has fixed matters. The ini file is much larger and the JustInstalled flag clears as one would expect.
