Window unmoors on title-bar click

If I have MM4.1 (1617) behind a different app, and I click (mousedown + mouseup) on the titlebar to bring the window forward, the window often starts dragging along with the mouse. It's as if the mouseup is not detected because of something going on with mousedown processing alongside WM_ACTIVATE processing.

Similarly, if I click on the frame to activate the window, the frame starts resizing along with the mouse.

In both cases, once I click anywhere, the normal behavior resumes.
