1511 Failure of menu divider move [#10390]

1) In Window Classic theme, put the mouse cursor on the menu bar over the vertical divider between Help and Web
2) See that the cursor changes to the four-arrow cross indicating move.
3) Press and drag to move the divider

Expected: divider moves
Observed: divider fails to move.

This with Windows 7 Pro 64-bit using Windows Classic theme.
