1511 Failure of menu item highlight upon mouseover [#10382]

1) With Windows Classic theme, mouse over a menu item.

Expected: item highlighted (as per MM 1306 on XP, and e.g. Notepad on W7)
Observed: item not highlighted

This on Windows 7 Pro 64-bit.
