1 Make a fresh default installation of Win XP SP2 and MM and launch MM
2 At Add/Rescan folders click OK.
3 Browse to track EDIT:C:\WINDOWS\system32\oobe\images\title.wma titled Windows welcome music and change title to XXX
4 Click Unsynchronized Tags
Expected: no tracks.
Observed: title.wma, with Title highlighted in yellow, still showing Windows welcome music
MM has failed to write the updated tag to the file.
This has been reproduced on MM 1190 on Win XP Home SP2 and MM 1209 on Win XP Pro SP2.
Workaround: run EDIT: "WMA Tracks can't Play, Tag, Burn, or be Analysed" http://tinyurl.com/p4pj3s (updated version, at 2009-06-04):
Note: The "Faulty Windows Media Components can cause WMA files to fail even though other audio formats work." cause does not apply. The issue is not exhibited by any other tagging applications tested e.g. WMP, Mp3tag, GoldWave.3. For a complete refresh of Windows Media Components (this will also resolve WMA Tagging problems), try:

Since MM is supposed to work on Win XP SP2, this is a bug. And one that wasted a great deal of my time. I hope it gets fixed to avoid wasting the time of new users.
My thanks to Nyn for helping to track this down.
