Win XP SP2. Theme: Windows Classic (Modified), MM non-skinned.

Could this be because the shortcuts toolbar is not movable? Has it ever been movable?

It is movable. Seems to be missing the handle in skinned MM as well.

Noticed it too, that the drag selector was missing.
