1344: Toolbar Configuration resets to default [#7203 #7204]

The toolbar configuration always resets itself to the default settings when MM restarts:
The position and selection of default toolbars works. New customized toolbars and changed availible actions within them would be gone after restart.
Also: When "Navigation" is selected, you couldn't move any other toolbar in the same row to the middle. They would jump to the side.

Tested on 4.0.0.1344, Win XP SP3, 1.6 GHz, 500 MB Ram with all native skins.

Okay after a bit of trouble as MediaMonkey wouldn't close I've been able to reproduce both.

7203 is fixed in 1345

7203 works good for me now, but there's still one little issue left:
Renaming a toolbar wouldn't be saved until restart

1) create new toolbar
2) close Options
3) rename toolbar
4) close Options
5) rightclick toolbar -> rename has not happened
6) restart MM
7) rightclick toolbar -> now rename has happened

I added it to 7203 as I can reproduce it here too.
